This paper analyzes the adoption of ESG (Environmental, Social, and Governance) practices by the public administration of the municipality of São Carlos, São Paulo, between 2015 and 2025. The research aims to assess the degree of institutionalization of such practices, especially in the environmental sphere, through the work of COMDEMA (Municipal Council for Environmental Defense). The methodology used was qualitative, based on bibliographic and documentary research, and interview. The results highlight challenges related to managerial instability and the scarcity of standardized indicators but also demonstrate progress toward meeting the guidelines of the UN 2030 Agenda. Thus, it is concluded that the effective implementation of ESG practices contributes to sustainability in public administration. However, participatory management faces several barriers that hinder the action of its agents and the consistent and continuous implementation of a sustainable development policy in the municipality of São Carlos, São Paulo.
